Brazil’s next international agenda is being framed around a different question in the government plans presented by Luiz Inácio Lula da Silva and Flávio Bolsonaro for the 2026 election: which partnerships and diplomatic priorities should guide the country’s position abroad? The documents point to contrasting approaches involving international blocs, regional integration, trade, investment and responses to conflicts.

A comparison published by Agência Brasil on October 13, 2026, describes Lula’s plan as centered on the Global South, closer coordination with BRICS members and stronger South American integration. Flávio Bolsonaro’s proposal, by contrast, emphasizes closer relations with the United States, Israel and Argentina, while linking foreign policy to market opening and the attraction of investment.

Two different ways to define Brazil’s international role

In Lula’s plan, Brazil’s international action is presented through the strengthening of relationships among developing and emerging countries. The document gives prominence to the Global South and to BRICS, while also proposing greater regional coordination in South America. The approach places Brazil’s diplomatic activity within a broader effort to diversify partnerships and reinforce the country’s presence in multilateral spaces.

The same proposal also connects foreign policy with commercial diversification. Rather than concentrating Brazil’s external relations on a limited group of countries, the plan supports expanding partnerships and markets. In this framework, South American integration and engagement with the BRICS are treated as elements of a wider strategy for Brazil’s international insertion.

Flávio Bolsonaro’s plan follows another direction. It identifies the United States, Israel and Argentina as priority relationships and gives greater weight to the role of economic openness in foreign policy. The proposal links international engagement to market access and the attraction of investments, indicating that diplomatic choices should also serve a more direct commercial objective.

Washington, regional ties and trade priorities

The contrast is especially visible in the choice of partnerships. Lula’s document prioritizes a network that includes the Global South, BRICS and South American neighbors. Flávio’s plan places closer relations with Washington and Israel alongside the relationship with Argentina, creating a different hierarchy for Brazil’s international contacts.

Argentina appears in both the regional and commercial dimensions of the comparison, but the plans assign distinct meanings to the country’s place in Brazil’s strategy. Lula’s proposal treats South American integration as a central diplomatic objective. Flávio’s document highlights Argentina among the countries with which Brazil should maintain closer ties, while presenting international relations as a tool for expanding markets and attracting capital.

The documents also bring the Mercosur and BRICS frameworks into the discussion about Brazil’s future partnerships. The comparison does not reduce foreign policy to a choice between individual countries. It addresses the role of regional arrangements, emerging-country groupings and economic relations with major powers, including the United States and China.

Different positions on international conflicts

The plans diverge not only over trade and alliances but also over the way Brazil should position itself on international disputes. Flávio Bolsonaro’s document criticizes the Lula government’s diplomatic conduct regarding Iran, Venezuela and Israel. These references place recent decisions and public positions involving those countries at the center of his proposed foreign-policy change.

Lula’s plan, as described in the comparison, emphasizes the strengthening of Brazil’s diplomatic role through cooperation among countries of the Global South, regional integration and diversified partnerships. The document’s orientation is therefore presented through institutional and strategic priorities rather than through a list of closer bilateral relationships with the United States and Israel.

Defense is another area included in the comparison of the two platforms. The issue is considered alongside trade, regional arrangements and Brazil’s position on international conflicts. The plans thus present foreign policy as a field that combines diplomacy, economic interests and national security, although they organize those elements around different international priorities.

What the proposals put before voters

Taken together, the programs offer two distinct descriptions of how Brazil should project itself internationally. Lula’s plan favors the Global South, BRICS, South American integration and a broader diversification of commercial partnerships. Flávio Bolsonaro’s document favors closer relations with the United States, Israel and Argentina, combined with market opening and investment attraction.

The comparison does not establish which approach would produce a specific diplomatic or economic outcome. It shows, instead, that the 2026 election plans disagree over the partnerships Brazil should prioritize and over the balance between multilateral cooperation, regional integration, bilateral alliances and commercial objectives.

For Brazil’s international agenda, the difference affects several areas that extend beyond diplomacy: relations with Washington and Beijing, the future emphasis given to Mercosur and BRICS, trade negotiations, investment policy, defense and responses to conflicts involving Iran, Venezuela and Israel. Those themes are presented in the government plans as part of the broader decision over the country’s role in a changing international environment.
